PK Teacher Academy: Quality in Practice: Understanding Rule 11 and ECERS-3 in EC Settings (Day 1 of 2)
August 4, 2025

This workshop is ideal for new early childhood educators or those that need a refresher, administrators, and instructional coaches working in Nebraska public school early childhood programs.

This interactive workshop will provide early childhood educators and administrators with a comprehensive understanding of Nebraska’s Rule 11 and the ECERS-3 tool, both of which are essential in supporting high-quality early learning environments.
Participants will explore the key components of Rule 11, which outlines the approval and operation of early childhood education programs in public schools, including requirements related to staffing, curriculum, and instructional practices. In addition, the workshop will introduce the ECERS-3 framework, focusing on how it supports continuous quality improvement through observation of classroom practices and environment.
Through hands-on activities, discussion, and reflection, participants will learn how to align daily practices with Rule 11 regulations while also using ECERS-3 as a guide for creating developmentally appropriate, engaging, and equitable learning environments.

By the end of this workshop, participants will be able to:
**Identify the key requirements and expectations outlined in Nebraska’s Rule 11
**Understand the requirements in ECERS-3 focusing on health and safety and the physical environment and its role in quality assessment
**Apply strategies to align classroom practices with both Rule 11 and ECERS-3 indicators
**Reflect on their current practices and/or plan for quality improvements in their programs
